Visibility is a property of the skill id — every version shares one value — and is evaluated per-request against the caller’s claims, never baked into the index. The same entry is visible or invisible depending on who’s asking, and revoking a share grant takes effect on the very next request. Managing a share grant requires the skills:share scope and being either the skill’s owning user or an admin of its owning tenant — the scope alone doesn’t restrict which skill, so both checks apply together.
